Quick question about Frozen and Yellow Jacket Shen

So Frozen Shen = Sub-Zero and Yellow Jacket Shen = Scorpion right?

My question is wouldn't it have made more sense to give Shen the Sub-Zero inspired skin and give Zed the Scorpion one? I feel like it's a waste giving Shen both of them
