I haven't read the entire story of Taliyah yet but what exactly did Noxus want Taliyah to do and why was she with the Noxians in the first place?

story says noxus half trained her, what exactly did they train her to do?

They said they wanted her to strengthen Noxus's walls, and that they'd teach her how to control her ability. What they actually wanted was to use her as a weapon

So with the powers she has, Couldn't she be worshiped like a God in Shurima?

Doubt it. She is a powerful mage,but thats about it. Shurimans can likely tell the difference between a strong mage and an ascended. There is also the fact that she can't control her powers properly(this is shown ingame when she starts to laugh and actually starts small tremors beneath her feet by accident),even if her mastery over her powers became a lot better during her travels.
