He doesn't need it more than anyone else, but it has been 3 years and he is much older than something like Ornn... There really isn't much of a way to say this without sounding biased, but the mains are dying (on the inside) as Riot has all these brand new events with new skins and bard just sits in the corner.

Bard is more closely tied to Ionia than Mount Targon.

He was introduced as a constellation over Bard Mountain, a location in Ionia. He is a celestial, though his origins are largely unknown. We'd need to know if Targon represents all celestials or just a handful of them.
