While Piltover as a whole doesn't have one set agency, the leading families have their own Intelligencers such as Camille.

The Shadow Isles probably don't one. Though I imagine if they wanted to gain information, Thresh is obviously their best choice of an inquisitor.

Well I mean the Shadow Isles can manifest anywhere they want and probably have some insights in to the inner workings of living societies just from the scattered memories of the souls trapped within the mist.

Then what's the Harrowing about? I thought that was them extending their reach farther and farther as they got ever stronger. This would suggest that they can't currently just manifest anywhere throughout the Runeterra. Unless there's something I'm missing.

That IS the Harrowing. The Black Mist manifesting somewhere, anywhere, is a Harrowing. It can happen anywhere at any time.

Quinn's job position seems notable in that it involves reconnaissance, so perhaps they defer to their rangers (or whatever they'd call Quinn's job) to gather intelligence.

I'm not sure we can call them part of the Noxian High command. They are an individual group. But, I guess Swain has probably considered them good enough for the position.

And demacia puzzles me the most. I know lux is in something. But they morals seem to kinda be against it.
