I actually talked to Riot Lutzburg on twitter about why they didnt keep the weapons in his back and how hes called the "Thousand pierced bear" and he said something that is something good to put here
"Almost everything you've seen/read/heard about Volibear up until now have been folktales and biased stories from other perspectives, including superstitious tribes. It's all about your perspective."
The tribes in the Freljord don't know what Volibear looks like hes been described in certain ways out of fear they see him as a terrifying bear god with bones exposed and weapons stabbed in him from past battles who breaks mortal minds to put them in his abomination army.
They dont call him Volibear hes THE Volibear. People have removed a human thing of a name from him which makes him less civilized or less humanlike and they dont do this to all the demi gods since Ornn and Anivia are called by there names with out THE before it.
You take a character who people are afraid of and if they talk about him they might describe him different from what they actually look like, imagine if Ornn was in Volibear's place. "A giant ram god with lava and fire spilling out of holes in its body melted from intense heat, once white bones charred black from lava forever running exposing skull ribs and other bones around the body, with a anvil of bone and metal a clang that creates the thunder in a stormy night what he is making is unknown, and with large horns that have entire tribes melted onto the horns forever one with the ram god till time ends"
We know Ornn isnt like that because we've been told his story from his perspective we havent gotten the same treatment for Volibear so we'll know why people see him in such a way of a eldritch god
