Who qualifies as an Iceborn or how is an iceborn made?
To be an iceborn, you have to be gifted powers by the Watchers, powerfull entities that we know almost nothing about.
what separates an iceborn from a normal person?
Iceborns can controle and make true ice (Like lissandra). This ice never melts and is harder than normal ice I think. They can use that true ice to make weapons, like Ashe's bow, Trundle's cub or Sejuani's bola. Also, Iceborns are immortal, have blue-ish skin and probably some physical strenght impovement. Iceborn can change their appearance at will. However, iceborns are not invincible and they are vulnerable to physical damage, since it was revealed that Lissandra lost sight to an ursine in a fight.
are the frostguard iceborn?
No. The ONLY iceborn to be alive today is Lissandra. The frostguard follow Lissandra as their queen, in hope to help her bring the Watchers back from the howling abyss in order to start a new generation of iceborn.
The Watchers were thrown in the Howling Abyss by Avarosa (Ashe's ancestor) and Seryldia (Sejuani's ancestor) because they felt like they were used by them as slaves (wich is true, since the watchers asked iceborns to do work for them in exchange of their power, like building the bridge over the howling abyss). Lissandra, was the seeker, she had a special role with the Watchers that I can't remember, I think she used to communicate their intentions to other iceborns. She felt betrayed by her sister for killing the Watchers after they gave them such wonderful powers, and she killed them both later on.
Braum might be an iceborn, since he is shown to have a blue-ish skin, be ageless and have immense physical strenght, but it was never confirmed.
