I think theres two ways to take Swains new line to Camille. Swain steals souls, and when he does so he gets an insight into them.
So im taking it as these:
-Camille IS 'C', and swain is mocking her about it. -Swain is commenting about 'C', as Camille has heard about them too
I think its interesting. I feel like Riot wont give any answers here, but I think either way, its pretty cool.

Stevan, Camille's weak asshole brother, organized the kidnapping of Caitlyn's parents (they were "forced to work for a rival clan"), and had Camille do his bidding as C. Which she definitely did. ("As Clan Ferros amassed more power and wealth, the missions Camille ran for her brother became darker and more deadly.")

Stevan certainly wasn't arrested, and he's been the clan leader since his father was killed. Therefore the "rival clan" being discussed can't be Clan Ferros.
Swain's quote certainly implies that "C" is Camille, but it really doesn't make sense how she can be.

Camille and Steven for sure put some other person as the "clan leader" as a cover up.Also they maybe made up a clan just for that.
