With these Bilgewater skins, we get an idea of what they wear. Old school pirate fashion. Shurima gives us some idea. Half naked people (this applies to Nasus and Azir too). Noxians are supposed to be similar to Romans, but with a lot of black and red.

So what do the Shadow Isles people wear? If not their ghostly forms, then what about before the spookiness happened? Yorick and Kalista could be great champions to explore that option.
