I don't think he's a priority because he only needs a visual update, and not an overarching visual and gameplay update.

He is among the tier1-candidates and I am pretty sure that Riot thinks that he could need a gameplay update,considering that his current kit is pretty much "stab a guy to death or die trying".

They aren't sorted in any order,Reav3 likely just went through the list of champions alphabetically as the champs he listed are almost all in alphabetical order

I wasn't implying that they were in any particular order. Was commenting that the last time I saw the Tier 1 list posted, it consisted of half the champions Reav3 listed there. I knew of Irelia, Morg/Kayle, Pantheon, Morde, Swain, and Cho being the remainder after Urgot and Eve were revealed, but not the rest is all.
