No.

Jojo So was commissioned to do this for a different Tencent(?) game and his work and style were later recognized by Riot (his first splash for League was Super Galaxy Fizz).

He 'just happens to be' an amazing illustrator who works with the same style for two different games, that's all (not trying to dumb Jojo down, of course).

If this illustration for Zeus was really a League splash, it wouldn't have stayed up on the artist's ArtStation page for even a week (Let alone a whole year!), considering you're assuming it was released this much ahead of time or any official announcement.

I think it is unlikely that Riot would ever release a champion who has the exact name as the deity on which he is based on. Even Wukong has a slightly different name.

Also we already have an electro-master in the game with Kennen,I doubt that they'll ever introduce another one.
