Question: Clarification about the Rune Wars

Did Demacia ever have mages during the wars or were the Rune Wars just really one sided? Is the implication that Demacia had magical resources at one point and then decided that it was probably not a good idea to have it? I'd like to know just a little bit more about the Rune Wars if it's possible.
