These characters are intended to be over-the-top. They are meant to emphasize the aspects (and I'm not trying to use an innuendo) that make up their character, INCLUDING FEMININITY!
Evelynn is pretty much the go-to example of this .. Her character is lust. She must be sexualized.
Ahri is similar. The nine-tailed fox spirit of eastern legend takes the shape of beautiful women.
Nidalee is wild. If she was wearing a sundress or battle armor she wouldn't give this impression as well as she does in scant animal skins.
Yes, to some degree, it is sex appeal. .. but it is applied on both sides.
Garen is the embodiment of justice, which is a very masculine trope.
Draven is a showboat.
This is even portrayed through other character aspects that aren't related to gender.
Gragas is glutenous and Urgot is beastly, .. they are both large bodied characters.
Zillean is wise and the embodiment of time, .. so he is an aged man. If you compare this with Ekko, which is a character that cheats time, he is a young boy.
