Champion Skin Raffle Draw! (CSRD)

Just an idea I came up with out of the blue:

Every two months, do a CSRD. Champion that is drawn at random will be selected to receive a skin. Re-Draws: If a champion has received a skin within the last year, they are disqualified from the draw. If a champion has won the draw for a new skin, they cannot win a second time in a row. If a champion has over 5 skins, a re-draw will be done if that champion is selected from the CSRD at least 3 times.

Allowances: If a champion is being re-worked, they still have a chance to participate. If a champion is currently in the works for a new skin that has not yet been released, AND they don't have over 5 skins BEFORE the addition of the "in the works" skin, they still have a chance to participate. If chromas were released for a champion that has participated in the draw for a new skin, they aren't disqualified from the draw.

TL;DR A new method of getting more skins for skinless champions.
