Teleportingsummoner 12 and Recalling.

There are two possible scenarios in dealing with these abilities.

Unlikely Possibility 1: Using these abilities to pull space itself together, and for the user of the spell, it's as easy as taking a step to cross the distance, however, there is already a champion who actually does this, BardBard and his way of doing it is far different than the recall and teleporting animations.

Possibility 2: The champion is having their entire being copied by magic, or technology, then they are instantly ripped apart atom by atom, then those atoms fly at near the speed of light to the designated location and a perfect replica is rebuilt from the atoms of the champion. Now, in a universe where ghost canonically exist, what exactly is happening? Are the ghosts somehow tied to the atoms themselves? Is the ghost sucked to the new location? Or are the Shadow Isles filling with the souls of champions who are abusing teleport?

All of that was explained in the old lore by summoners. In the new lore the league of legends and by extension tpand recall no longer exist

A number of characters demonstrate short-range teleports, mainly Twisted Fate in the Bilgewater story and Ezreal in his new color story with his gauntlet.

Ryze also uses Realm Warp in the lore which is more long-range.

Seeing as Bard moves at a finite speed, it is more likely that he follows Possibility 3: using virtual photon manipulation, Bard neutralises the natural electromagnetic repulsion between similarly charged molecules, allowing the matter of his and his allies' bodies to pass through solid matter uninhibited.
