Why people say that Miss Fortune is turning into Gangplank in the comic?

I'm not sure that's the direction they want to go with her. Because for starters, Shadow and Fortune ended with her realizing that after killing Gangplank, she only got to set the city on fire. Even to the point of lecturing Lucian about vegeance. And in the comic, she only got to killing them when she had no other choice, and explains Harker how killing Gangplank felt empty. Has she fun killing people? Of course. I think that's very well shown in her short story. But that's the thing. I don't think she is going to become more like Gangplank. She ALREADY was like Gangplank. I think she is going to get in the way of learning to cope with her more bloodthirsty side in order to improve Bilgewater. And learning that she needs part of that side in order to deal with the scum of Bilgewater.

Honestly I see MF to be similar to Daenarys Targaryn. They both want to rule in the best way possible to make their people prosper. However in order to do so, blood must be shed. That's just how these world's work.

Both don't want to kill innocents though. But they need to come to terms that killing the enemy is sometimes the only answer especially when they don't give you another option despite your best efforts.

It's an exaggeration. MF is experiencing the challenges of rule, and has a strong desire to avoid gangplanks way of doing things. Gangplank was a true monster before illaoi forced him to reevaluate himself. MF has a long way to fall before getting to that point.
