What is the reasoning behind removing good things in skins?

I only began to notice this little, yet annoying detail back then when BM Jhin's recall effects and footsteps were cut from his skin. They were like the icing on the cake, everybody loved those features and I think a 1350 RP skin is perfectly worthy of them. I was really sad to see them gone. Can you at least give me context as for why you removed them the first place? Nobody even complained about them, people were actually really upset that they were removed if you remember what happened when the full version of BM Jhin's spotlight was released.

Come on, Riot. Please just give me a reason as for why you would do such a thing.

EDIT: I figured that if BM Jhin is a victim to this, then other skins might just end up the same. I'm trying to see if I'm right about this

I don't know why. :( It seems like recently the skin team has been taking feedback from people who don't like a skin and were never going to buy it in the first place instead of listening to those who are looking forward to buying the skin and trying it out themselves. Just recently the Sewn Chaos Amumu and Blitzcrank skins were cancelled because people who don't even play those champions complained that their eyes would burn just from the sight of the skins. And now Pug'Maw has been completely changed on the PBE to the point where he represents a generic dog as opposed to a pug. A select few are ruining it for the majority and Riot is listening to those few for some reason at the moment. :(
