Mmm it still might be Sun Goddess Karma but they didn't bother to make it obvious or they just didn't put in a lot of details. Her Mantle of Decorum isn't visible,Karma has heels, the one in the picture just has cloth,the waist cloth isn't the same shape and I think the picture shows it being red when Karma's in orange.
