Noxus emblem for comparison. It's an axe (preferred weapon of Noxian heroes?) but also a bit like this dragon, yeah.

I can imagine Noxians styling their axes in to the shapes of various creatures, and when you have creatures that look like your weapons it's a win win right?

No, you got the flow of things reversed. The dragon's horns are pointed to the back (even though that's not how horns work) and how it's stylized looks a bit like an axe. The Noxus symbol is also based on an axe.

But that's kind of cool anyway, so let's go with that. Fan ret-con.

Not necessarily, the horns could be meant to attract mates, instead of a defensive use. If you work with that theory any strange features would work in nature(example: the peacock, because of the long tail feathers, males cannot fly, but they do get 'da ladies').

Nah, you didn't get what I was going for. I meant that more as "Horns don't grow that way on animals." But it's fine because it's stylization.
