I also recall someone from Riot saying that they would rather not give a Limited skin to a champion that has only 1 skin.
Additionally, not only is Zed's only skin since release a Limited skin, but it also is only 750. It offers no striking aesthetic change.
Logic would say he is up ahead for a skin.
But is he?
There's other, older champions that have gone without any skins since their release still. (See: Yorick, Skarner)

Some older champs also never got a new skins.
But they already confirmed that 
has 2 skins in the works(which actually makes me believe he is getting the ultimate skin,so that there is also a new skin for him for the people who don't want to buy an ultimate skin)
