I feel the fanart looks more "project" than riots version, I saw that fanart everywhere and adored it

Just because fan art of a skin exists doesn't mean Riot is going to use it for inspiration for the skin when they actually make it.
Them fking up the model is somewhat understandable but giving 0 personalities into the weapons is just showing how much f they give atp.
That would require Riot artists to have a basic idea of human anatomy.

One of the main reasons is that Rito has to try hard and avoid ';copying' or being too similar to fan works for legal reasons. Also tbh, if the official splash was fanart then rito released the other fanart as an official splash, people would still be complaining...so yea
The fan art is nice, but it doesn't scream Project to me. It just doesn't look like the other skins in the line
The most direct answer: Because they'd have to pay that fanartist to use their concept.
The answer more on intended point: Whoever they have doing the PROJECT skin designs right now doesn't seem to fully understand the anime cyberpunk look. It's looking more and more like a Guardians of the Galaxy fare than the neo-dystopian "Ghost in the Shell meets Appleseed" look they started with, and I have to wonder if that's due to a shift in concept artists or art director. I'm not sure what the team looks like.
Imagine getting skins at all.

The fan art is nice, but doesn't look like the skin (not a huge fan of the skin, but whatever. Skins are much more appearence limited than 1 shot art). Splash art style is designed to all fit together with the rest of the line in art style and thematics, which also limits the splash vs fanart.
So remember, if you have a good skin concept, don't draw it or hint it, or they can't use it.
I can't speak for everyone, but if Riot reached out and was like 'hey, we like your design, would you sign this so we can loosely base such a skin off your concept' I'd accept without question, I don't think artists make these awesome concepts for money, but in hopes of seeing them in game. And imagine the positive PR of accepting fan concepts. If nothing else give the skin free of charge to said artist...
But yeah, the Project Jinx we are getting is a missed opportunity to have a jinx skin that shows just how crazed and psychotic she is on the outside not just the inside...
But no, she is the fun crazy, with rainbows and a lack of neon in a gritty horrible corporate run cyberpunk future... so yeah, colorful human looking rebel instead of cyber scrapped Jinx.
Same way that Prestige Evelynn first looked like Karen despite there being some absolutely jaw-dropping fanart of what Prestige Eve might look like. Riot seems really out of touch.
