So would this mean that Caitlyn may see a visual rework, or were they just taking a fun poke at that fact? I think its something interesting to consider.
Personally, I love her ironic look.

Cait visually is honestly a mess, purple steampunk Halloween costume, the wacky quirks if steampunk make little sense in modern piltover aesthetics (look at Camille as the modern piltover fashion) sleek, streamlined, muted colors, where I'd assume the gold and white is a status symbol for the upper class
I think it'd be cool if Cait retained some aspects of her old gimmicky look (like the belts, love the belts) but all the thrills and the monocle extender hat are so weird for the sherif of the most culturally advanced city in runeterra.
However I gotta say I hope they don't give her any robot parts, I know it's all the rage in piltover/zaun but I think that's on of the major differences between her and Camille (and vi even, to a lesser extent)
As long as she keeps that hat...
In general we know that Caitlyn is not among the top candidates for a VGU(or at least she wasn't one when we were told who was among the top candidates).

However it is very likely that they have brainstormed already what to do with her when she'll be updated and they'll likely change her outfit once she gets her turn.
Possibly it means plans for a future design update. Not a VGU as her gameplay is pretty solid but a sort of makeover to give her a better sheriff vibe. If that were to be the plan though it would likely be coming a while down the line since champions that need updates on both their gameplay and visual are seen as higher priority.
To get a better idea of what Riot might have in store for Caitlyn new look, you should look at Rachel J. Corey's comic on Jayce. That's the kind of look i think Riot might want for our British-like sniper.
Her clothing also doesn't fit her lore very well. She should look more like her Victorious skin but with colors changed.
