How about make Darius the master tactician and general of Noxus if Swain isn't going to be that any more and is going to of a politician/tyrant/emperor/ruler/king of Noxus.

Like Darius could have a mind for warfare and winning wars and inspiring his men on the battlefield but is clueless when it comes to leading a state and non-military matters.

I'm not saying Swain can't have military experience too but Reav3 had said that for him a master tactician is much different than say a Tywin or Snow Tyler of character which is what they are trying to go with Swain.

Or leave Darius as he is and when time comes for the next Noxus champ make him a tactician

Lore wise, Swain wouldn't be the leader of Noxus if he wasn't tactical or physically strong due to how Noxus values strength and cunning rather than someone who simply spouts their ideal from the backline. Noxus couldn't respect a leader who simply gives orders from the backline. Furthermore he is the Noxian counterpart to King Jarvan.

Darius on the otherhand embodies what are considered the ideals of Noxus as a strong ruthless and very capable warrior however he is not what I would consider a master of tactics of any level.
