I think that this is indeed a bit odd for many people. I try to explain it that while Ashe herself does not really worship the sisters, some of her tribe does so she tries to respect that and still prays to them (maybe in their company). All the prayers to the different gods are designed to shot that Ashe is here for all tribes and all gods as a result of that. It is still a bit weird but I guess it should just show Ashe as an understanding and uniting leader.

I think it is meant to show us that Ashe does worship the three sisters like gods, but also acknowledges that their tales have led to a lot of problems in the world, namely Ashes mother who basically went insane because she was so fixated on finding information about avarosa.
