So in terms of the city states political system. I would assume it is very complex and near impossible for low-middle class people to achieve a elite status. So my question is, people tend to conjure this idea up of a Shyvana J4 relationship which to be honest does not make sense. That said, who would have a better story or a better hand at dealing with the politicians of Demacia if they became Queen. Shyvana or Quinn? Who has a better story that can connect to the politics of Demacia? The struggle between the poor and the rich. Who has a better chance of changing it?

The whole Shyvana/J4 ship is just that, it's a ship. Shipping does not require logic.

As for who J4 would marry, I highly doubt it would be Quinn as she is not of noble birth. Odds are better he would marry someone who is already a noble of Demacia, or perhaps a noble of a foreign nation as part of some political agreement or treaty. Shyvana could actually be a candidate here as a show of power toward Noxus, however Shyvana is not necessarily bound by the social niceties of Demacia. If she feels she is just being used she could quite easily say no.

As for who could change it... Demacia is very militaristic and holds to their traditions. Attempting to change said traditions is likely treason. The only person who could even attempt such a change would be J4 himself, and only after the throne of Demacia is his. Such an attempt would make an interesting story of course, as it could show just how much power the King really has over Demacia.
