When was the last time you used one of the many interactions (taunt) certain champions have with other champs? Enemies are not going to stand still while you try to taunt them.
It would be really cool to hear DM Darius spontaneously telling Draven he was adopted! Don't you think so??
I agree, taking the time to taunt someone while playing the game is not a smart choice, but I would like to hear those taunts. Specially because every new skin with new VO and VU champions have some character-character interactions.
I think they should have both.
Special taunts and automatic interactions.
Like you said you don't have time to joke/taunt the enemy especially if it is someone you don't meet in your lane,but special taunts make the taunt a bit cooler anyway.

Champion should occur like Hero interactions in DotA 2. But that would also require planning.
Several Hero's in DotA have lines prepared for unreleased Heros.
In League, Vi has interaction with Caitlyn, but Caitlyn has none with Vi outside of a debuff. Neither have any with Jinx.
It's troublesome to taunt someone in order to hear the special interaction.
I thought it would be more satisfying if it was done if you killed the person, to add salt to the wound ya know? Would especially be more satisfying if everyone nearby heard you taunt the enemy you killed as well
Heroes of the Storm does a lot well with making different champion interactions with other champions

I think it can help ease your nerves with a bit of cheese that is different from a normal taunt.
For example: I was playing 
and being chased down by 3 members of the other team, one of which was a 
, I remembered that he has a special taunt for Trynd, pressed it, and Braum gave a funny quip that made dying less annoying.

I have laugh and taunt linked up to the z and x buttons.
You better believe I mash those buttons constantly.
Bonus points with Sejuani- chasing an enemy with the "Flee like the coward you are" taunt lined up.
