Jax's old lore is really outdated, and I'd be willing to bet a dollar over a donut it is getting changed. Jax being the greatest League champion to ever be a League champion was always a little silly, but with the Institute of War gone he's almost certainly going to get some kind of update. Eventually. Maybe.

Anyway, Jax is the greatest weapon master in Runeterra, so it makes sense that Fiora, who wants to be the very best, like no one ever was, would want to fight him.

Lore-wise it is impossible to say who would win in a fight. In-game Jax stomps Fiora and pretty much directly counters her though, so hey, lol.
