It's just my opinion, but why don't they just use their own people there? I'm sure there are people at Riot with good and unique voices too. This way they could add lines easily as time goes by. And speaking as someone who spent alot of time in a professional studio, one pleasant voice and an audio engineer who knows what they are doing could deliver all those 15 minutes of lines in one (long day) or two tops (if alot of effects and mastering are needed). The thing about taking weeks and weeks is counting the actual sketching of the lines, tone, way of delivering and, afterward, the fact that sound engineers are perfectionists and like to tinker with their work every day until they are completely satisfied with it.[slayer-jinx-wink]
They probably don't for a few reasons.
One, they probably don't think they're good enough, or varied enough. There's a LOT of champions, and while a few share VA's, they probably want each champion to have their own unique voice. Without training or experience as a professional actor, making yourself sound that much different could be difficult.
Two, because VA's have big fanbases. A lot of people immediately recognized Matthew Mercer as the new Gangplank, or Scott McNeil as Sion, and that's something that could get fans to try the game (For the character with their favorite actor), or try the new champion if they play the game already.
