You have to consider the fact that they must pick the skin earlier in the year because they need time to make it; you want to look at stats from the Spring split.
Graves was top jungle pick for the majority of last season and half of this one until his nerfs, jhin has only been played when lethality was over buffed and lulu just seen recent play with ardent rush.
What about 
? consistently at the top 3-5 junglers played across most elos throughout the season and the most picked champ OVERALL in the competitive scene in spring split (NA at least)...
OP please explain to us all how you expect a team to get a fully functioning skin (including sounds, special effects, etc) finished that has been dominant in the last few months?
So riot originally inteded for champions who where most impactful to get a skin.... like elise in season 3 ..... but the issue that had happend was... in season 5 there was 2 really impactful champions and they had already made the 2 art pieces to them but they couldnt release both so it had went... victorious sivir took seasons 5 slot and maokai took season 6 slot.... and season 6 was where graves was most impactful if im right... so hes getting his skin now.. so i think things got shifted back
