In the southern parts of the map their are areas with the Shurima Icon crossed out and replaced with the symbol of Noxus, Is Noxus pushing into Shurima or are they simply taking territory that use to be part of the Shuriman Empire
A Superb Villain2 votesUp until Azir's resurrection, Shurima wasn't an empire, it was a loose affiliation of villages and nomadic tribes. Noxus isn't conquering Shurima so much as they are waltzing up, planting a flag, and declaring the land theirs while native Shuriman's can do little more than shrug their shoulders.
However, Azir's ascension and the reconstruction of his empire will change all that, not just for Noxus, but the world as well.

None of them are in a position to defend Shurima's coast at the moment, and even if they were, they're 5 people (albeit very strong people) tops. There's only so much they can do. (Remember, there used to be an entire army of Ascended beings)

It is said Nasus can fight with a mortal army single handedly. Azir's sand army can handle Noxus. Xerath can conquer Noxus with enough time single handedly. Xerath even has a goal to conquer entire Runeterra lol.
Then Renekton, the most terrifying among them, not because of his power but look. I do not think noxian soldiers are stupid enough to go against Renekton in melee fight since his madness would probably create a fear aura for mortals. He is a savage, mad and bloodthristy demigod.
Xerath creates a sandstorm, bye bye Noxian army. Mortals are weak.
This Ascended Army was probably not about thousands of them, but hundreds, maybe even less. And they fought against Void, not weak ass mortal armies. Void seems like still lost against the Ascended tho.

In old times, enemies of Shurima probably had much more magical powers than Noxus ever had since there were Darkins, Iceborns, Voidborns, Dragons, Brackerns, Watchers and many other unknown powerful races in Runeterra at this time. So I believe magic, or at least magic users were more potent in ancient times. That's why they probably needed a mortal army at behind of them. Like really, people were using Runes in wars lol. But now, magic is nowhere potent like this, so Ascended does not need that much back power.
Also, most of Noxus' power comes from military power, not magic. Magic is already rare and valuable in Runeterra, one magic user out of 1000 soldiers is not enough to stop Azir, Nasus, Renekton and Xerath. And It does not mean this magic user is potent one. Magic users like Lux and Syndra are not even rare, you need a new word to descript it. In other hand, LeBlanc, Elise and Vladimir are literally nothing compare to Xerath, like if they had possibility to be worse than 0, they would be. In the end, Xerath is magic incarnate.
Xerath would conquer Noxus if he ever wanted, but Riot wouldn't let him to do that. He controlled 500+ barbarians mind at the same time. Imagine a higher number against Noxus. He switches to other soldier with every lose. Makes them kill each other. If he gets bored, creates a sandstorm.
Azir's army is pretty much equal to old mortal army of Shurima. So, Shurima does not need a mortal army anymore. Look at the army he created in the first moments of his Ascension. This is enough to handle noxian army. And I believe his powers grow and he gets more experienced with time. Without doubt, Ascended are huge advantage against any country. Even if they're seperated.
