In the southern parts of the map their are areas with the Shurima Icon crossed out and replaced with the symbol of Noxus, Is Noxus pushing into Shurima or are they simply taking territory that use to be part of the Shuriman Empire
Up until Azir's resurrection, Shurima wasn't an empire, it was a loose affiliation of villages and nomadic tribes. Noxus isn't conquering Shurima so much as they are waltzing up, planting a flag, and declaring the land theirs while native Shuriman's can do little more than shrug their shoulders.
However, Azir's ascension and the reconstruction of his empire will change all that, not just for Noxus, but the world as well.
Not really surprising considering that taliyah met noxians at the shuriman coast.
