Has Riot Decided What to do with Morgana and Kayle Yet?
Will they still be non-human? Will they still come from another world or dimension?

To the extent of my knowledge there is no official word on them yet.
If they have, they haven't told us anything.

Well Kayle is associated with Demacia and Morgana is associated to Noxus according to the League of Legends site.
Riot hasn't decided what to do with 3/4 of the cast yet :/
When they get around to them. I expect Kayle to be some generic demacian with wings and super powers. While Morgana being a generic noxian with super powers and wings...
Also i'm expecting them to ruin Morgana and make her genericly evil (when if you read their lore, she isn't evil, just rebelious)
