If it's true about Evelynn gathering followers from vaynes lore...
I'd really love to know how or why. Because I thought Evelynn usually just tortures one person at a time. Why would she bother making a cult?

Is she gathering them, or do they do it themselves? I mean we lack information on the matter but if I had to guess, I'd say they learnt about Evelynn and decided to form a cult around her. I'm not sure she actively seeks to build a cult.
Demons are spirits, and spirits become more powerful the more people think about them. That's a pretty preliminary description.
Evelynn most likely as built a reputation through the stories of her tortures, as there have been witnesses before. I.E. Vayne.
Yet another thing that we will never get to know more of.
While Evelynn loves to torture people, she would also want to start another runewar to bring even more misery to the people on a larger scale.
