Jhin's arm isn't mechanical, its armor that prevents his arm from being shattered every time he fires Whisper when its fully assembled. Miscommunications in the creation of his art lead to it appearing mechanical, though.
Similar to his arm, Jhin's eyes are blue, not red-brown. I've always assumed that the magic of his mask changes his eye color.
It is implied that Jhin did many, many terrible things before he was captured, including murdering entire families and using his victim's faces as masks.
