Probably to distract from the fact that from long range, he looks like he has 4 eyes.

Oh I thought that was an in game emote and I got excited. Aww well.
Because he is a vampire and probably the Dracula of Runeterra, he will a more fitting lore to this theme with his visual update
Because Vlad doesn't really have a stand-out visual aesthetic? And it's cute. It changes the primary association of the picture from 'some white haired dude in a red coat" to 'ow, thats Vlad".
Take out one of them, and he becomes an anime trope.
