In terms of his future kingdom, lineage, etc. Would he like a half-dragon sitting on his throne? Or maybe a peasant? Or a foreigner? Or a local?

There's a good chance it would happen. As a Demacian, he must respect his elders and cannot go against his will. If Jarvan IV decided to rebel against his father's will, there's a good chance it would be because he is in love with a non-Demacian, otherwise he would listen surely.
