Will Sejuani's Dark Rider and Traditional SPLASH ART be updated along with her rework?
Also, during or after the rework, will all her skins be on sale for a limited time? [I am hoping]

They said that she'll get splash art updates with her rework,so she will likely get new splashes for these skins.
If it's a class update she most likely won't get a VU so no.
The tank update tentatively in 7.9 will include new splashes for Darkrider, Sabretusk and Traditional. The 2 Legacy skins will also be made available again for a short time and in a bundle as well.
