Will Sejuani's Dark Rider and Traditional SPLASH ART be updated along with her rework?

Also, during or after the rework, will all her skins be on sale for a limited time? [I am hoping]

They said that she'll get splash art updates with her rework,so she will likely get new splashes for these skins.

excerpt from the State of Champion Update January 2017

SPLASH ART TEAM Last we talked about the splash art team they had just finished the Sion splashes and were starting on Fiora and Twitch splashes. Since then, we have shipped the Fiora and Twitch splash updates. Player response was very positive on these, so not much to talk about here. After Twitch, the team had to hyper focus on Warwick splash art since he has so many skins. The team is currently working on Galio splash art for his upcoming VGU as well as a skin splash update for Karma! After that we plan on updating Maokai and Sejuani’s old skin splash art in anticipation for the Tank class update.

If it's a class update she most likely won't get a VU so no.

Maokai and Sejuani are getting new splashes for the tank update, they already got a VGU too (Sejuani was in 2013 and Maokai was in 2014 around the same time as Alistar)

take the fact that they are both the big three alongside Zac in the mid-season tank update and on the list for skins is a big coincidence as well

She's already had her VU quite some time ago, they were asking about the splashes of her skins which have been confirmed to being updated during the Tank Class Update.

The tank update tentatively in 7.9 will include new splashes for Darkrider, Sabretusk and Traditional. The 2 Legacy skins will also be made available again for a short time and in a bundle as well.
