Which nation do you think a Dancer Champion would best fit into?

I'm thinking Shurima, but I'd like to hear other opinions. And by dancer, I mean something ala Fire Emblem (i.e. mobile support Champion).

None, have them be a travelling Gypsy dancer with no strong ties to any nation.

First thing that pops into my mind is Bilgewater with a sort of gypsy dancer theme, think esmeralda type theme going on. It'd be interesting for an outside perspective on the graves and twisted fate feud, and MF wouldn't be the only woman in bilgewater anymore.
