I know Morg just got a new skin, but her animations grate on me. They're painful to watch when you have great animations on newer Champions and remakes. What's the deal? Why pick other Champions first over our two angelic ladies?
They are not high priority.
Morgana's kit is for the most part balanced, whereas Kayles is just oppressive if not balanced.
Otherwise the only downside is their Visuals.

treatment. This was kind of the first of its kind, where two champs got VU's/VGU's at the same time because their stories overlapped. Burning Tides was arguably one of League's biggest events and that can be hard to follow. I think Riot is going to take their time to develop a more fleshed out story for the Divine Sisters, League's OG rivals. I can't wait because I main Morgana and she deserves to look like the Fallen Angel that she was meant to be in game.
because other champs are higher priority
Simple, because other champions need an update more than them. Warwick, Galio, Urgot, Mordekaiser and Evelynn, to name but a few.
They aren't high priorities. Players have expressed heavly for champions like Urgot and Eve, so that's why they are some of the next after Galio and Warwick. Kayle/Morg will get there someday but it's not now. Plus, they don't do VUs anymore so their gameplay needs to have mjor updates too and Morg for one still has decent gameplay, aside from maybe her passive.
Morgana and Kayle don't have the worst visuals nor are their kits absurd. And their played much more then the lost and forgotten Galio or toxic playstyle, but still forgotten, Evelynn.

Most of the champions that have gotten a full VU/VGU needed it just as much or even more than Morg and Kayle. Twitch, Ryze, Poppy, Taric,, Sion, Warwick (soon). And there are a few champs yet to be worked on the need a VU just as much.
Honestly it shouldn't take that long and it's probably the reason why they are delaying the actual job cause there are other priority projects that need their attention more than just a new cosmetic visual upgrade to old/cheap champion.
Because Riot only does 3 VGU a year, works on Ryze 7 times and wastes time on champions like Brand, Vel'koz and Annie when they don't need the work. Are we noticing the incompetence?
