Ornn is definitely several (or more likely several thousand) tiers below Nagakaborus.

Volibear, Anivia, and Ornn are similar entities: very powerful -- almost primal -- but, ultimately, terrestrial and dwarfed by some of the greater powers. They're almost certainly towards the top of the pecking order in Runeterra, but Aurelion Sol and Bard out-do them by a WIDE margin, I would think.

And Aurelion Sol, at least, is still a speck compared to Nagakaborus. Bard we're less sure of -- he's the definition of enigmatic by design.

Ornns lore describes him,Anivia and Volibear as demigods,so no he isn't a god like nagakaborous.
