Why do you feel it's ok to slip in reworks before others? Further pushing back long awaited ones.....
The two different teams excuse doesn't solve this seeing how we were told eve's would be after Urgots this year and yet you slip in Xin Zhao's who was never mentioned before.

I'd assume nothing's pushed back since one doesn't affect the other. Xin Zhao's being done by live gameplay, not the VGU teams. They already said his was a smaller job so one can extrapolate it'd be out potentially before Evelynn just from that. No one ever stated concretely when he'd be out of course, but I'm inclined to say myself that from your wording, you're annoyed by a percieved change of plans, when really nothing changed. Evelynn's rework would have taken this amount of time regardless; if she'd been delayed they'd have said. Xin's rework likely changed nothing about how Evelynn was secheduled.

Xin Zhao's came before Evelynn for a simple reason, it's a smaller update
Eve hasn't been pushed back, we expect seeing her before preseason hits (7.22)
They announced a while back Xin would come first since he didn't need much work and they would look into a larger scale rework for him in the future. Evelyn will come before the end of the year. I'm so excited to see what they do with her, she definitely has one of the best fantasies in the game.
Sometimes they dont have solid ideas for a rework, or ideas that sounded good, didnt make it through all the different things they go through.
Like trying make your old girlfriend work out when that girl at your gym is ready for you
Xin was the last mini Rework that is done by the championew team , the designer was XenoGenick and some artists help him with the animations , VFX and SFX. Now the most should be done by the Live Gameplay Team like the reksai , Azir, singed , Diana Reworks Urgot , Evelynn are bugs VGUs. This one's are be done by 1 of the 5 Champ teams , a new champion takes about 6 months the others just around 1-2 months. These 5 teams are focused on creating new Champs and doing VGUS.
Some reworks are smaller and less time consuming than others. Also the same teams aren't all working on the same thing. There isn't a single rework team with only 2 or 3 people working in a single champions. Multiple projects with overlapping timelines. It's natural that some will finish before others.
Being upset that Xin dropped before Eve is like being in line at the grocery store and being upset someone in the express lane got through the checkout faster, when you have a full cart.
It makes no sense.
