Moe is Different than Lolicon.
A "Lolita" is a female who appears to be prepubescent regardless of age. A Lolicon is someone who sexually like females in their prepubescent stage.
"Moe" is Japanese slang that refers to feelings of affection or adoration of a character, male or female, any age and appearance. You can feel affection and adoration with out it being sexual. More people actually say they feel like a parent looking upon a child when they think of moe.

... Yordles have fur, even females ones... and "lolis" dont have fur, so, you should consider them more of a... "furry bait" rather than a "loli bait". Just look at the yordles, fur, claws, animal ears, animal eyes, animal noses, animal fangs... those arent traits of a "loli" as far as i know.
Annie and Zoe are more... "Loli" than Yordles.
But geezz... as everyone pointed out, there is a diference between "cute" and what you are talking about.

I was in a rush to get somewhere this morning, now that I have time, here is a better answer.
You say Moe and Lolicon are about the same thing right? They are not as i explained earlier, sure a loli can use the moe formula, same thing goes for artistic nudity and pornography.
I believe that you know the difference between artistic nudity and pornography.
So lets say I make a character in the moe art style, does that mean they are a loli? No it does not. This does not mean that a lolicon(%%%%phile) will care. Now taking one of my nude model drawings from college. Is it porn? No, but people will use it as such if they want to.
You need to realize the world is a grey zone, there is no fucking black and white, there is lighter grey and darker grey. Just because moe can be used in a bad way does not mean moe itself is a bad thing. If the entire fucking world thought like that, I am pretty damn sure no one would eat any food hitler or stalin ate because the bad guys ate it.
Open your mind for a while, maybe the world will get a bit bigger for you.

Meaning you can safely call something/someone young-looking "cute" without being perceived as a lolicon - lest the person uttering the statement wishes to prove themselves as ignorant.
Whatever the general society decides to misinterpret or ignore is of no concern as far as the actual meaning of the word goes.
