Cracking open the barrier between life and death sounds like some pretty serious stuff... And breaking something is often a lot harder than repairing it...
I'd guess he could restore the shadow isles, but might not live to tell the tale, since Ryze is quite a busy guy, I don't think he would, because who else is gonna do what he does?
I suppose that he knows there is already someone fighting the undead and the Shadow Isles threat (Lucian's order) and being full time on the task of recovering World Runes isn't really giving him a lot of free time i guess.
In his new lore it kinda hinted at him not really caring much for the pleas of a few, if its not related to his runes he won't waste time on it i think. It would be a really cool though if he was involved in the shadow isle though imo.
