So are the souls that are stuck in his lantern, i.e minion souls, senna, anyone that he has captured in his lantern, can they see outside of the lantern? For example, can they see the allied adc or enemy adc when in bot lane?

Souls don't have optical nerves, organs or brains to process received images,

So no.

Not to mention, in a flooded subway or trains, it's not like you can or have the mood to look outside for the view anyway.

Because if you think about a Soul, they are the entire personality and image of a person. They possess no internal organs, but they can still retain memories, and they are still capable of perceiving without eyes or optic nerves, cones, etc.

To answer your question, basically whoever gets trapped in Thresh's Thresh lantern gets locked away from the rest of the world forever. That explains why Lucian Lucian got so pissed off when Thresh captured Senna during one of their "monster hunts."
