Before, long time ago, JoJ interview points out that he had a girl friend? What happened to her? Did he dump her or something lol, never heard about her since.

I don't think it was a girlfriend exactly. More like someone he really cared for. If i'm thinking of the same JoJ entry you are, I think it's heavily implied that she died. I think it was also implied she might've been of lesser standing than him. (He's the prince, she might've been just a commoner by the standards of the country.)

So is that the very reason why he let Quinn join the elite ranks of his monarchy, kinda paying regards to the person he once loved who died? Or maybe Quinn reminds J4 of the woman i.e same social status? Because I don't see any other reason why he would let a commoner / peasant join a elite rank in Demacia currently. I mean he lets Shyvana follow him around but that was an isolated case and she is a half-dragon.

It's an interesting thought, but I'm certain that Quinn proved herself very useful in revealing the assassin that tried to kill Jarvan's dad. So that probably earned her a lot of respect points.

I am pretty sure a lot of other people could have done the same if given the opportunity. By other people I mean the non-Nobles.
