How would royalties work when it comes to skins based off another IP?

For instance, say Riot wanted to make Riven and Yasuo skins that make them look like Cloud and Sephiroth, respectively. Would they be allowed to do that if they paid Square Enix royalties? Or am I using the wrong legal terminology?

I mean, and im no expert, but i feel they wouldnt have to pay any kind of royalties simply by changing slight features so it doesnt look exact, i mean look at the mobile game Mobile Legends, literal deadringer for league including abilities, but the names and looks are different so theres no copyright issues and money being owed for copying league of legends. not saying they did, but i mean, they kinda straight up did, its awesome and handy when im not at my computer but still lol

They'd definetly had to pay Square enix for something like this,which is likely why we'll never see something like that(in addition to coming off as if Riot doesn't have enough faith in their own product).

Instead we're likely gonna get skins that are partially based on these things,like Ezreal whose arcade skin makes him look similar to cloud,but not identical.
