Why doesn't he have a devlish sound filter? For a 1350 RP skin, he deserves a sound filter different from his original...

Because his base skin voice IS the voice of the devil. His new skin is just him ripping off his flimsy yordle disguise and revealing his true form.
It might just be because it's early. Radiant Wukong got unique ability sounds that they didn't add for a while. Underworld Wukong was using the same sounds for the longest time as well before it got released. might be the same scenario.
i think it makes his recall voice scarier because hes cute and fluffy until then

Because teemo's voice is already the devil. It didn't need any changing.

I personally would like to keep his original voice as well, so he would randomly switch between vanilla demonic and filtered demonic lines.
Agreed, I don't understand why riots been recently releasing 1350 skins yet they seem like 975's
It's really early in the reveal, I think they might add a creepy voice before release.

When will the skin release ? Will it become available with all the others Harrowing as soon the Harrowing starts ?
He doesn't need a filter, because the entire point of the skin is the play on his cute looks/voice versus the Satanic reality that hides beneath that facade. The recall is his standard giggle that degrades into hellish laughter. You lose that bit of silliness if he always has the filter. Additionally, he's got tons of new sound effects, such as the little spirit moans every time he shoots, and the ethereal scream every time he enters his passive stealth.
I think his original laugh voiceover is what makes the devil But they could have added a flying animation to his W [zombie-brand-clap]
When they release the new GM Legend of the Demon King : Little Devil Teemo's Doom Bots of Doom he'll have an update to his voice as a "treat" for the insidiously soul sucking, calamitously vile, unpropitiously obscene, nefarious "tricks" he will impart on our souls during, The Harrowing.

He needs his sound filter to not affect his laugh initially, but it becomes more pronounced each time he laughs in succession.
Oh, and better shrooms. A dark orb with a face isn't good enough.
For a 1350 RP skin, it's a disappointment.... I mean, it's just a different model with new VFX and SFX just like Bewitching Morgana/Tristana, all of them have special recall animations...

They gave him a new running animation, a new death animation, attacking animation, the high quality shrooms, a new Q animation along with the extra effects, particles, new textures and model, not to mention that recall animation.

Morgana didn't even get any special lines on her skin... Possible they just weren't in todays update, but it would be very disappointing if there were just none other than her base ones.

Personally, I wanted his to be an Ultimate Skin. But hey, we got what we wanted TBH.
