Would you add Harpies into League's lore? Or would they have to be named differently?
One thing I've noticed is that when Riot adds in something that can easily be called "mermaid!" or "dwarves!", they don't use such a name and go with an "in all but name" approach.
Well, could this approach be used for Harpies?
You know them: part-bird, part-woman, part-reptile creatures who are frequently tied to old witch legends, occult, and occasionally Greek mythology. I see them all the time in fantasy games, and they always make for annoying adversaries (or even allies). I imagine, however, that Riot would not want to use the name "Harpy" due to real-life connotations.
Where am I going with all this? I think that on Mount Targon, the Rakkorians are in need of an enemy. They've got nothing to actually fight; challenging Noxus constantly would be unrealistic. So why else would they have such a Spartan-like society?
Here's my take on what it could be like:
Long ago, Mount Targon was once the homeland of the Stonewing Witches, a tribe of winged humanoid creatures who would regularly prey on travelers and farmers. The first Rakkorians brought an army up the steps of Mount Targon and drove the Stonewings from their home, claiming the mountain as their own. Fleeing to various smaller peaks, the Stonewings vowed revenge on the Rakkorians, and for generations have raided their villages to try and either drive them off Mount Targon, or drive them to extinction.
But the Stonewings, being lithe and frail, would be no match for the Rakkorian warriors in straight combat. As such, they prefer to mount hit-and-run raids, attacking stray villagers or raiding storehouses for their food, water, and medical supplies. Once the Rakkorian warriors show up, the Stonewings are quick to flee, and very few would actually try to fight the warriors (fewer still live through such confrontations).
The Rakkorians, on the other hand, are unable to attack the Stonewings directly, as their nests are difficult to reach without wings. Instead, the Rakkorians occasionally try to set ambushes for the Stonewings, drawing them in and forcing them into fights where they are at a disadvantage.
The above is kinda rough, so take it with a grain of salt. But I think it'd be a good starting point, at least.

s backstory would fit more.
Make the harpy be the experiment of a scientist,or a person whose transformation magic went wrong,or something like that.
