The person who hit Jarven with an arrow?
Was it Swain?

GreenLore1 votesDoubt it,Swain shooting arrows seems kinda random.
OvalOvine1 votesIt was in Swain's old (now non-canon) Judgement, where they do flashbacks of a character's past, that he attempted to assassinate Jarvan IV with a "poison-bolted hexbow". http://forums.na.leagueoflegends.com/board/showthread.php?t=275586
Why? Who knows.
Korios1 votesUrgot, since he isn't the Executioner like the old lore he is most fitting for this role

Papa Andrei1 votesI feel like this event took place before Swain became High General
