Well, while his physique is a pretty big stretch, he did spend his year shackled with giant rock cuffs, so attempting to lift them over the years would have given him a pretty decent workout. Once he had managed the strength to lift them, he could then work on other exercises using them as weights, because what else was he gonna do while locked in a cell?

Cause bad boy needs to look good for the eye candy. Not that it’s bad thing it’s just the reason why.

Because the Sylas we have isn't "ragged and messy, just broke out of prison the day before" Sylas, which his splashart might imply. The Sylas we have is "broke out many months ago, to the point he's been able to set up his own rebellion with a large number of Demacian mages".

He probably keeps the rags and the shirtless look for the same reason he keeps the petricite chains; symbolism for how Demacia has treated those born with magic, and their current sorry state.
