If the Lunari are truly still alive....
Couldn't someone have still met with Nami to give her the moonstone? Or is it really that bad someone can't sneak from the mountains w/o being seen by a random Solari?

Well... they are... hidden.
Not being found is part of being hidden.
Diana is specifically supposed to be in charge of that if I'm not mistaken.
That was always the job of the aspect of the moon, so it was specifically Dianas job.
And its possible that the lunari simply neglected this because they have other things to worry about instead of helping a tribe of vastaya that has otherwise nothing to do with them.
It's also questionable if the Lunari have access to moonstones without the assistence of the aspect. The weapons of Aphelios look like they might be made out of moonstones, but Alune is only able to grant them Aphelios because he drinks a magical poison and only because Alune herself resides within the spirit realm(which is a fairly recent event) and even then the weapons have to be recharged constantly.
The lunari are being constantly hunted down by the solari's. Aphelios trained for years just so that he could stand a chance against them - remember the Solari rule a large majority of mount targon, going around in lunari clothing is bound to spell trouble.
As for Diana, she went to Ionia to search for spiritual guidance / to clear things up. Her head is a mess right now with half-truths of the aspect (and possibly the dead lunari) and she is actively trying to piece those memories together.
As for the OP: the moonstone more than likely requires a large amount of lunar power to be poured into it in order for it to work, Aphelios has to poison himself and draw on his dead sister's power in order to manifest the weapons he wields, meanwhile Diana is the literal aspect of the moon and wields it full power.
Not only that, protecting Runeterra from voidborn is Diana's task, so creating a stone to seal a deep ocean rift would fall upon her.
