While I doubt that Noxians are as prejudiced against magic as Demacians, I'm curious as to how many mages are in their army.
In Noxus we have blood magic, arcane, necromancy, whatever LeBlanc does, and probably more. Oh and Riven's sword. Does Mordekaiser's citadel have anything to do with what exists?
Anyone with magic in noxus is going to be either dead or in one of the positions of power. Noxus subscribes to the notion that merit is everything and while there is still obviously houses (katarinas house for example) and probably a class structure it does seem to be much more fluid and can even be overcome with either wits and magic (swain) or pure brawn (darius, draven).
Innate magical ability is quite rare in the common populace, and magic from other sources (Cassiopeia) needs to be discovered and used and is probably even more rare.
Also Mordekaiser isn't connected to noxus anymore. He is a shadow Isles guy.
